Planning Application

We hope to submit an outline planning application in November. This is to establish whether the principle of the new uses we propose is acceptable. If they are, then detailed plans for the buildings and other works would be submitted afterwards.

Our best estimate is that a decision on the outline planning application could be made some time between autumn 2006 and spring 2007. The earliest works are likely to start on site is later in 2007, assuming there is no public inquiry on the planning application.

Restoring the Quarry

What we would like to do – although there is no planning requirement for us to do so - is restore the quarry as part of the construction of the mountain-bike courses. This work would probably take about 18 months.

Working with Partners

Lafarge has considerable experience of restoring and re-using old works and quarries, but we are not ourselves developers. It will be for others to take forward and develop the individual elements of the master plan we have prepared. Our role will be to help oversee and coordinate the development.

Our intention is to help kick-start some of the non-commercial elements of the master plan with income received from the profitable elements of the proposals. But given the sheer scale of the opportunities and their complexity, some public funding is still likely to be required.

Supporters Board

The support we have received whilst working-up our proposals has been exceptional. Here are just a few of the comments we have received:

"We have lived very happily in Magheramorne all our married life. Our family has given Blue Circle Industries over 150 years service in the cement works. It is very gratifying to see this area being given such a fantastic opportunity for the next 150 years."

Mr & Mrs J Harvey, Portland Place, Magheramorne

"Larne Friends of the Earth unequivocally welcomes the plans which Lafarge have for Magheramorne works and quarry. We congratulate them on this visionary proposal, especially the eco-housing, a complete turn around from the landfill, and we are relieved that the site will be secured for positive use for generations to come."

Sharon Morrow, Larne Friends of the Earth

"We are certain that the regeneration at Magheramorne will be of great benefit to the enhancement of the lough's environmental status and to the wider community, as well as serve as a model for the sustainable re-use of former industrial sites... The Lafarge team's openness and enthusiasm for the project has been infectious. Credit is also due to all those in the local community who have worked tirelessly over the years to help achieve a beneficial use for the site."

John Anderson, Chair, Friends of Larne Lough

"This letter is in support of the current proposals for the development [at Magheramorne] to provide housing, leisure facilities, railway facilities and local business opportunities …. Such a sympathetic development will enhance the local area without significant impact on the adjacent conservation area."

Mr & Mrs Walker, Millbay Road, Millbay

"The proposed development at Magheramorne will change what has been a wasteland into a place where people can live, work and play in the most environmentally friendly designed surroundings in Ireland."

Charles Smith, Chairman, Islandmagee & District Conservation Society

"I would like to register my support for the proposed plan to build eco-friendly houses on the site of the old Blue Circle cement works. I am a local primary school teacher and have been very concerned about what may happen to this site …. the eco-friendly houses themselves represent a big step forward at this time when recycling and alternative forms of energy are high on the agenda and vitally important."

Margaret Parker, local teacher

"The Railway Preservation Society of Northern Ireland is delighted to be involved in this prestige project and is looking forward to, funding permitting, providing an operational heritage railway as well as a unique museum of railway vehicles on the site."

Johnny Glendinning, RPSI Chair

"Northern Ireland has witnessed a steady rise in the number of adrenalin junkies who have participated in mountain biking in recent years. A world cycle centre with seven downhill routes, a four cross course and a cross country route would mean that enthusiasts here will have world class facilities at their back door. Not many sporting bodies can say that!"

Claire Wright, Countryside Access and Activities Network

"The Northern Ireland Film & Television commission is extremely supportive of the possibility of a film and television studio being constructed at the Magheramorne site …. The site at Magheramorne is extremely attractive for a multitude of [film-making] reasons."

Richard Williams, Chief Executive, NIFTC

"... I am writing on behalf of East Antrim Boat Club to register our support for the latest proposals for the use of Magheramorne Quarry and look forward to seeing planning permission granted for them."

Alan Scott, Honorary Secretary
