25 Years at Pebble Mill: From Vision to Medical Quarter

This year marks 25 years since we first began work on Pebble Mill. Once the BBC’s Midlands base, the site is now a modern medical community at the heart of the Edgbaston Medical Quarter.

Over more than two decades, we have supported the full planning process. Our role has included early visioning, strategic advice, outline planning permissions, detailed applications, reserved matters and implementation.

Our involvement began in 2001, when we worked first for Birmingham City Council and then for Advantage West Midlands on a vision for the site. We also prepared a Design Code to guide future development as part of the wider A38 corridor. After the former BBC studios were vacated and demolished, the site was promoted through the Local Plan.

In 2003, outline planning permission set the direction for the site as a science and technology park. The vision then evolved in response to its location, changing demand and the growing strength of healthcare and life sciences in this part of Birmingham. Early phases delivered the infrastructure needed for the site’s long-term future, including the main access road, a sustainable drainage system and an Olympic-quality all-weather hockey facility for King Edward’s School and the wider community.

Planning permissions across the site have supported the delivery of a Bupa extra care dementia facility, Birmingham Dental Hospital and School of Dentistry, and Circle Health Hospital, England’s largest purpose-built rehabilitation hospital. Together with new public realm and landscaping, these uses helped establish Pebble Mill as a leading medical campus.

Pebble Mill has since grown beyond its core medical uses. Later phases have added student accommodation, leisure facilities and a café, alongside further healthcare development. The history of applications across the site shows how a complex campus can grow in stages, with proposals reviewed and refined as needs change.

This ability to adapt has been central to Pebble Mill’s success. Its role as a healthcare and life sciences hub helped support the area’s recognition in 2013 as an international Medical Quarter. Today, the area includes more than 250 medical organisations, hospitals, clinics, GP practices and training facilities. Twenty-five years on, our work at Pebble Mill continues through planning strategy advice and support for ongoing delivery. We are proud to have played a part in its transformation and look forward to its next chapter.
