David Lock Associates, alongside Buckland Development and Fareham Brough Council, have been shortlisted for the 2022 Planning Awards, in the ‘Planning Permission of the Year’ category. The Welborne project received outline planning permission in September 2021, and was one of the largest permissions granted last year. DLA have a longstanding relationship with Welborne, having taken a leading role in the preparation, submission and negotiation of the planning application. Welborne is set apart from other comparable developments by Buckland’s focus on placemaking and governance, with the formation of the Welborne Garden Village Trust who will take a long-term involvement in the delivery and management of the new community. In addition to the 6,000 homes planned for Welborne, the proposals also include provision for:
significant local and regional infrastructure investment, including major upgrades to Junction 10 of the M27, Bus Rapid Transport (BRT) service to Fareham, new access points and safety upgrades to the A32 and land reserved for a potential future rail halt;
promotion of health and well-being through generous green spaces, with woodland, parkland, play areas and natural habitat creation prioritised through each stage of development;
walkable neighbourhoods, sports facilities, community infrastructure and healthcare;
childcare and education facilities with nurseries, three primary schools and a secondary school; and
employment space and a boost to the local economy, with around 100,000sqm of employment space at Welborne Technology Park, provision of some 5,700 jobs across the education, retail and leisure sectors, alongside construction skills and training opportunities. DLA are delighted to have the team’s hard work and dedication in the delivery of this major development recognised by these awards.
