Bid to build extra care housing

Duncan Chadwick and Katrina Hordern represented Icon Design and Build against the decision of Wealden District Council to refuse an application for 40 extra care apartments. Duncan Chadwick, Partner at David Lock Associates said: "DLA were representing Icon Design and Build, specialists in extra care housing. The hearing went as well as expected and the Inspector did not disagree that this was an NPPF paragraph 11(d) case. We consider that the benefits of the scheme far outweigh any harm. However, design is a delicate matter in the decision. We now readily await the Inspector's judgment." The site at Harecombe Manor, Crowborough was formerly occupied as a nursing home which was closed in 2015. Icon applied for planning permission in 2017 for the demolition of the existing Victorian manor and construction of 40 extra care apartments. The main issues disputed at the appeal included the loss of a non-designated heritage asset and the design of the proposed replacement building. Prior to the hearing, issues surrounding drainage and parking were resolved with the Council through a Statement of Common Ground. If allowed, the development would provide new homes in a sustainable location within the District, particularly facilitating specialist housing for the elderly. Image - Icon Design and Build
