Welborne Receives Outline Planning Permission

The Outline Planning Application for Welborne has received planning permission from Fareham Borough Council, following the signing of the S106 legal agreement. David Lock Associates have a longstanding involvement in the Welborne team, having prepared and submitted the application on behalf of Master Developer Buckland Development Ltd (Buckland) in 2017, and taking a lead role in securing the planning permission for this scheme. Fiona Gray, Project Director at Buckland, said: “We have worked with DLA on Welborne for over a decade. They have been a constant part of the team, providing invaluable planning support and advice on such a complex project. We look forward to continuing the Welborne journey with DLA as we move into the detail and delivery phase next year.” Welborne is set apart from other comparable developments by Buckland’s focus on placemaking and governance, with the formation of the Welborne Garden Village Trust who will take a long-term involvement in the delivery and management of the new community. In addition to the 6,000 homes planned for Welborne, the proposals also include provision for:

  1. significant local and regional infrastructure investment, including upgrades to Junction 10 of the M27 to allow traffic to enter and leave the motorway in both East and West directions, Bus Rapid Transport (BRT) service to Fareham, new access points and safety upgrades to the A32, and land reserved for a potential future rail halt;

  2. promotion of health and well-being through generous green spaces, with woodland, parkland, play areas and natural habitat creation prioritised through each stage of development;

  3. walkable neighbourhoods, sports facilities, community infrastructure and healthcare;

  4. childcare and education needs with nurseries, three primary schools and a secondary school; and

  5. employment space and a boost to the local economy, with around 100,000sqm of employment space at Welborne Technology Park, provision of some 5,700 jobs across education, retail and leisure sector, plus construction skills and training opportunities. Welborne will now move on toward delivery, with Strategic Design Codes and initial reserved matters planning applications to be submitted in 2022.
